Cut the carrot into thin strips and rinse with vinegar.
Cut the potato.
Chop the onion into small pieces.
Mix onion, garlic with the beef mince. Add pepper and salt.
Fill a pot with water and put on the stove. Put the vermicelli in the boiling water. Soak in cold water as soon as the vermicelli is cooked. Drain and leave to cool off. Use chopstick or a fork to stir gently so they won't stick.
Heat up a pan with cooking oil, stir fry the beef mix. Add the vegetables, vinegar and soy sauce, continue to stir. The carrots should be left until last.
Mix the stir fry with the rice noodles, and your dish is ready to serve.
